District

Capitol PFG assisted the District with the feasibility,
negotiation and issuance of $15 million of taxable direct pay
Certificates of Participation which were issued in the form of
Qualified Energy Conservation Bonds (QECBs). Bond
proceeds implemented a 2.7 megawatt solar photovoltaic
project, constructed by SunPower Inc., at the Woodland,
Marysville, Colusa and Sutter sites ("Project"). The
Project will generate approximately 70% of the District's
energy needs. The Project is unique in that it is
partially funded through Pacific Gas & Electric bill
credits received by the District for selling energy back to
the electric grid. The Project will save the District
approximately $155,000 a year for the next 16 years, and
generate free cash flow. The District anticipates
savings of approximately $1.5 million annually thereafter.
