Yuba Community College District 



 

Capitol PFG assisted the District with the feasibility, negotiation and issuance of $15 million of taxable direct pay Certificates of Participation which were issued in the form of Qualified Energy Conservation Bonds (QECBs).  Bond proceeds implemented a 2.7 megawatt solar photovoltaic project, constructed by SunPower Inc., at the Woodland, Marysville, Colusa and Sutter sites ("Project").  The Project will generate approximately 70% of the District's energy needs.  The Project is unique in that it is partially funded through Pacific Gas & Electric bill credits received by the District for selling energy back to the electric grid.  The Project will save the District approximately $155,000 a year for the next 16 years, and generate free cash flow.  The District anticipates savings of approximately $1.5 million annually thereafter.

 

Yuba County Solar Project 

 

Capitol PFG assisted Yuba County with the feasibility, negotiation and issuance of $10 million tax-exempt financing for a solar energy generation and energy conservation project with Chevron Energy Systems.  The project was strategically implemented by the County as a way to achieve cost savings and to subsidize the replacement of aging heating and air conditioning units at the library and County courthouse and upgrade lighting in the county structures.

 

South Yuba County Schools Site Acquisition 

 

Capitol PFG assisted the Wheatland Union High School District and the Plumas Lake Elementary School District with a Facilities Master Plannig Proceses that resulted in the planning, negotiation and acquisition of a 100 acre parcel that will include a high school, middle school, community center, regional park, and library.  The public amenities will be funded through development agreements with numberous developers and landowners.  The project is unique in that it involved a regional approach among Yuba County, Olivehurst Public Utility District, Wheatland Union High School District and Plumas Lake Elementary School District.  The project will provide cost effective public amenities that will encourage responsible and appropriate development within the Plumas Lake Specific Plan.

 

Yuba Levee Improvement Project

 

A Joint Powers Authority comprised of Yuba County and the Yuba County Water Agency issued a combination of taxable and tax-exempt revenue bonds to fund California's only large scale fully funded flood control project to date.  When complete, this project will provide 200 year flood protection to a stratgically important part of Yuba County, which has a history of devastating floods that have taken lives and destroyed property.  This project will allow for continued real estate development and prosperity in the Southern portion of Yuba County.  Additionally, the financing for this project received honors from the Bond Buyer as it was awarded the 2008 Far West Deal of the Year (read more here).


Santee School District - Site Modernizations

 

The Santee School District is completing Phase 1 of the modernization of all 9 of its school sites.  These modernization projects were funded through a variety of funding sources, including: a $60 million General Obligation Bond measure, State Modernization, New Construction and Joint-Use funding, developer fees, Qualified Zone Academy Bonds, Certificates of Participation, and more.  The construction firm was selected  for all 9 site modernizations using the Lease-Leaseback project delivery method. Capitol PFG served as financial advisor on the development of the financial plan, General Obligation Bond measure and issuance, Qualified Zone Academy Bond issuance, Certificates of Participation issuance, construction delivery method, and School Facilities Needs Analysis.

 

Linda Fire Station No. 3



Linda Fire Protection District Station No. 3 in Yuba County is the Districts newest station. The station was funded using a combination of mitigation fees and certificates of participation. Capitol PFG served as financial advisor on the construction delivery method, financial plan, mitigation fee study and issuance of certificates of participation.


Riverside Meadows Intermediate School

Plumas Lake School Districts Riverside Meadows Elementary School was recently constructed to serve the new development in Plumas Lake. The school was funded using mitigation fees, state funding, and special tax bonds. Capitol PFG served as financial advisor on the facilities plan, developer fee study, financing plan, and special tax bond issuance.


Cobblestone Elementary School



Cobblestone Elementary, also part of Plumas Lake School District was recently completed. It was funded through a combination of mitigation fees, state funding, certificates of participatin, and bond financing. Capitol PFG served as the financial advisor on the facilities plan, developer negotiations, developer fee study, financing plan, special tax bonds and certificates of participation that were used to finance this school.


Bill Santucci Justice Center



Placer County recently completed the construction of a state-of-the art Justice Center and Courthouse. Capitol PFG served as the financial advisor to the County in its tobacco securitization and its issuance of Certificates of Participation which were used to fund this project.


Placer County Larry Oddo Building



Placer County saved an average of $133,000 a year by refinancing certificates of participation originally issued to finance the construction of the County's finance and administration building.
